Not sure why the numbers are being called into question, it launched in Japan and 10 or so European countries last week, and a few RoW.

Not exactly impressive numbers though for X1. China could be bigger than all the others put together if what we are hearing about preorders there are true.

By the shops importing systems from other countries like the UK. Heck, I live in a country that is neither tier 1 nor tier 2 and it's been available here since January this year.

Indeed, but we have no idea how well it's tracked in Europe/ROW so calls for over (or under) are baseless.

Shops importing consoles they have left in countries it launched in back in 2013. Like Mediamarkt has shops in Germany, the Netherlands and Belgium. Some time after the XB1's launch in Germany they moved left over stock to shops in the Netherlands and Belgium.
