I think Pikachu isn't first because people might recognize him as an anime or toy character, instead of something out from a video game.

Mario. No other character is even close.

In terms of "non-gamers" I think Pikachu is more recognizable. Pokemon has a TV show, movies, trading cards, and tons of merchandise. 

It's more like this for todays standards in my opinion. Mario characters dominate of what non-gamer people know.

I know NOBODY who know's Lara Croft. And their "gamers".

Worldwide, I'd guess is more like:

Mario = Pikachu >>>> an abyss >>>> Lara Croft, Master Chief, Link etc. the exact order depending where you live.
