Because it's short. 5 bucks says you can play through this in less than 3h(normal speed).

As far as I'm aware it's a survival game along the lines of Don't Starve:

Rime™ tells the story of a boy who must use his wits and ingenuity to survive, and ultimately escape from, a mysterious island and a terrible curse.

Open World Gameplay – Free-form exploration allows you to explore the island, face its challenges and ultimately uncover its terrible secret.

Dynamic Puzzle Solving – You are integral to how puzzles are solved and with the help of a mysterious artifact you can manipulate the environment and even time itself.

Unique Control System – Tactile and original gameplay using the DUALSHOCK®4 wireless controller. Sound, light and touch are all key to the Rime™ experience.

It is an indie, done by Spanish developer Tequila Works.

A game done from scratch from a single company, non-linked to big companies, is indie. It doesn't matter who publishes the game. That's what I consider indie.

What do you consider valve games to be?

Depends on the growth Valve has on the market nowadays. I'd say the games they did when they were called Valve Software are indie; when they turned Valve Corporation they had already grown up to the size of, just to put an example, EA.

I'd say every corporation had an indie beginning.

Valve is independent in almost every sense. No stockholders, and their past console titles were ea distributed. Even now if they were to publish it'd technically be self published.

Then their games are purely indie.

Also I feel like Sony is being smart with indies this gen as Indies seem to be filling the gap of a and aa games that the big publishers don't take risks on anymore.
