To get a PC which is notably more powerful than a console now you will pay about $600 to $800 for it. You *might* be able to shave it down to the PS4's $400 if you buy the components yourself as cheaply as possible and spend a few hours building it yourself. As consoles are an off-the shelf product, that counts as a hidden cost of PC's.
Comparing apples to apples, however, pre-built gaming rigs notably more potent to consoles cost $800, usually over $1000.
The recommended lifetime for PC hardware, however, is 3 years for intense applications, 5 for less so. In practice, that means replacing that PC tower mid-cycle (or replacing everything in it; again, hidden time cost) to keep a cutting-edge system. Less powerful PC's which aren't that different from consoles can easily last a whole console cycle.
Now, in all fairness a lot of that hardware cost will come back with software savings on Steam, but bleeding edge hardware will cost twice as much twice as often. Otherwise it's not notably different from a console (either in price or performance) and it's basically about if you prefer a controller or a QWERTY keyboard and mouse.
