Another motivation as to why the 3DS spin off got localized was because it was a thriving platform. Operation Rainfall was what pushed NoA to localize these three games including xenoblade but the same can't be said for Fatal Frame since it doesn't have a large audience base to create a campaign seeing as how JRPGs were more popular than the horror genre.

Nintendo is more stubborn than you think they are ...

It was just posted in the other thread that there's a Hollywood Fatal Frame being made too, which increases the chances of a localization.

Nintendo was stupid and arrogant during the height of the Wii craze. Games like Fatal Frame and Xenoblade (only localized in the US like a year later in extremely limited quantities) suffered as a result and things like Project: HAMMER apparently were pushed in a more casual direction before being canned outright.

I think today Nintendo is far more humble.
