60fps has never been the norm on consoles, and it never will be.

It was the norm on the 8 and 16bit systems. Even the origianl Super Mario Bros was 60fps. The norm in the arcade. It was home 3D technology that dragged frame rates down.
PS1 struggled though Namco targetted 60fps for Ridge Racer Type 4. When they realised the PS1 wouldn't allow them to do it, they made a tech demo of the original Ridge Racer at 60fps as it was intended to be played instead. You really should give that disc a try along with the original PS1 Ridge Racer release. It's like a completely different game and all the better for it. Even Nintendo realised how important 60fps can be hency they jettisoned more complex backgrounds in favour of a smooth 60fps on F-Zero X. On the Saturn, SEGA ensured games like Virtua Fighter remained 60fps at all costs too.
Dreamcast had plenty of 60fps gaming (not just racing, they even upped Sonic Adventure 2 to 60fps) from day 1, as did PS2. In that generation, most racing games of any note targetted 60fps.

There's a reason Forza went 60fps after the first one.
60fps is the reason Call of Duty became the console FPS king. While the competition were happier to have flashier graphics, they play like treacle. Most people won't be able to tell you they prefer COD online for the 60fps because they don't even realise games run at different frame rates. But they can feel it when they are playing it.

Games like F Zero X and Virtua Fighter weren't the majority though. Their 60fps was noteworthy because most games were not. And the 8-bit & 16-bit systems had performance drops of a frequency close to par with the 7th gen.

Post processing AA will NOT make it look almost like that. Particularly not without a good upscaling engine.
