I have skipped games because of framerate, but I've also bought ones at 30fps, because there's no alternative on consoles. I don't think 30fps is very playable at all though, and I always stuggle to enjoy the 30fps "experience." WWHD is an example of that. The original WW had the alibi of pushing the GCN to it's limits. With its huge world. WWHD does not, and it's a stuggle to enjoy this masterpiece now. Should have been 720p 60fps. Moving the camera is like walking through molasis.

Frame rate didn't matter so much to me before until I noticed how smooth 60fps is over 30. It makes more of a difference for me than graphics now.

And slower response leading to more sluggish handling. this is why most Sim racers target 60fps.
30fps is playable. But so is 480i. However the frame rate has far more of an impact on how the game plays than the resolution does.

I skipped most racing games last gen on home consoles if they had a PC release even though I don't yet have a gaming PC capable of running them, purely so I can come back to them at 60fps when I do.

I am not a big racing game fan, I didn't realize how much of a difference it made for racing games or shooters 'til recently. I try not to let frame rate bother me too much though. Some of my favorite games last gen had some serious frame rate issues- Mass Effect 1- 3 for example.
720p 30 fps,
People should be grateful the game is even going to run on a Wii U, I think is more than fair running like that.

I'm pretty sure that the devs already said this game was going to be 30fps on the WiiU. Can't remember a source for the life of me though.
edit: a quick Google gets mutliple sources from the end of last year saying "likely 720p, 30fps".
I can see that "pro" sim racers would be driving so close to the edge that 30fps seriously degrades enjoyment. Where lap times hinge on hundredths of seconds, one frame every .033 of a second is a lot different to one frame every .017 of a second, and probably for the best of the best sim racer players 60fps is a bit sluggish; a frame every 0.0083s would be better.
But for the less serious gamer wanting to just have fun blatting around race tracks I don't see why 30fps should be an issue.
