The reception in Japan to XIII's sequels tells you all that you need to know about the general opinion on XIII itself.
Legs died out fast, the "International" version was released as an Xbox 360 exclusive and bombed and the end to the saga, Lightning Returns, absolutely bombed.
XV will be a breath of fresh air for the series. One that it desperately needs if it wants to remain relevant.

Game no. International version, yeah. They enerally give good boosts to the games and release in JP only. Square Enix decided to make the XIII IE a 360 exclusive.

I don't think you know what the word "consistently" means...
EDIT: Anyway, you still haven't actually answered the question. I have not disputed that it could, theoretically, outsell XIII. What I've disputed is the claim that it's likely. Given that XIII is the most recent game, and it didn't sell over 2 million in Japan, that is a reason to believe otherwise. Which is why I've been asking you WHY you think it'll outsell XIII.
In other words, you kind of need to explain why you think XIII was an anomaly. It's not self-evident.
