I think they can do a few arcadish things still fall in the realm of racing sim.
It seems to me they're still trying to create a grounded and deep experience. Those are not aspects of arcade racers.

Well that is suposed to represent tuscay/southern Europe that is how the grass looks there don't believe me then google it.
Those pics are stunning, but can anybody please confirm whether they have really been captured directly from in-game? They could also be just a part of the enhanced promotional stuff.

Well I'm pretty sure that the first badge of pictures been captured using photo mode and the game looks better in photo mode. Just like most pictures in real life look better then the real thing since you can use filters, flash, zoom, auto focus, etc and on top of that you can further enhace it after you take it using photo shop.

Not the right trees for Tuscany
Arcade racer or in arcade mode anyway the way that sports car drives over that field.
Some of the trees in that gif look like the trees from that tuscany pic. Overall for trying to represent southern Europe those are some good trees. The grass is pretty good not even Assasin's Creed II did a better job and that game takes place in real live locations in tuscany while Horizon 2 is a fictional represantation of souther Europe.
