Sunset Overdrive is getting a TON of attention for the exact same reasons as Splatoon. In fact the only difference is that Sunset was announced last E3 and we saw gameplay a few weeks pre-e3, if we hadn't it would be getting talked about as much as Splatoon is.
In essence, Splatoon is getting attention because:
1) New IP
2) Played very well on the floor
3) Looks great
4) Original idea and presentation
5) Complete surprise
The fact that it's a Nintendo game just marks the quality people expect of it; if it was by another dev/ on another console, odds are it'd be a throwaway 'kid' game which sucked.
I think it would get even more attention if it wasn't just on Nintendo console.
Yeah more than likely, but the game still looks awesome and its a new IP so the more attention the better! I just hope this game doesn't go the COD route with a new game every single year :s it probably won't but ugh

It's not just here, everywhere people are hyped for that game.
Simply put, it looks like a lot of fun.

Hype is interest. And naturally things that differ more from the usual get more interest. Splatoon differs more from usual games than Destiny. Additionally it looks like fun, looks like it has decent quality. I assume, if made right people could clock in way more playtime with Splatoon, than with Destiny and will have fun all the time. So the hype isn't completely unjustified.
And yes, a shooter from Nintendo-platform adds to the hype (although it's not the first one), as this sparks additional interest. Also the competition on WiiU isn't the same as on the other consoles, so the game stands out more.
But in the end hype/interest is one thing. People mostly express interest for new and different stuff, but prefer to buy the same old same old mostly. That's why I expect Destiny to sell better than Splatoon in the end.

Cel Shading? What I saw so far didn't look like Cel Shading, could be wrong though. Do you know more?
