I'd imagine that most people who are interested in Pokemon already have a 3DS for X/Y, but I suppose some exceptions are plausible.
Games, Games, Games, the 3DS has no games. Nintendo needs to bring much more Japanese games and more JRPGs to the west because the games are there. Dragon Quest VII and Dragon Quest Monsters 1 & 2 for example but there are many more.
And marketing, the Tomodachi collection advertising is targeted at the wrong audience and can scare away the older generation which the game was made for. And there needs to be more software for the older generation in general.

I don't know if that's going to help general sales. They're too niche in the west.
Easy to pick and play/old school arcadey style games and cartoony style IP are now avaialble in droves for free for these devices. It's simply caught Nintendo unprepared and now they're struggling to redefine themselves since they can't go back to the hardcore market as they alienated too many and allowed MS/Sony to cement their standing in that audience.

@OP, wow, I never realized the 3DS's sales were dropping. Let's see what Smash Bros, Monster Hunter 4 and games like Ironfall can do for it, but Soundwave is right. The smartphones and tablets are eating deep into the 3DS's market. I doubt Sony will make a successor to the Vita, and if they don't, the successor to the 3DS will have a chance at selling better than the 3DS because it will be the only option for both devs and consumers who want a dedicated handheld gaming system. But I doubt anything can really boost the 3DS's sales right now, short of something game changing that's available only on the 3DS. Pokemon MMORG maybe?

Actually 3ds falling short in ds lite...we have to compare 3ds with each handheld individually:P

2014 is the third year for the same console ,so falling is expected, but smas bros is coming and of course
ruby sapphire remakes will surge 3ds...this title is much in request and could retrieve people who stopped playing pokemon since hoen...!we have to wait seven years to compare 3ds and ds as series:P
