So DriveClub has flamingos then since I doubt there are any of them in southern Europe.
Sony platforms have always had an edge with racing fans and the larger userbase should be considered.
I'm leaning with Driveclub.

Easily Horizon 2. More people will probably have played Driveclub, but it won't sell more.

I don't know you, I can't concieve this generation without a healthy number of Flamingos carpeting my path./
Im going to go out on a limb here and say that FH2 will definately sell more than DC mainly because DC has a PS+ edition, and so I feel that a lot of people who are interested in playing it will simply get that.
Forza has the advantage because it's a established franchise and driveclub being free for ps plus members will surely affect it's sales
