Only if MS paid for its development, Shenmue 2 was only on the Xbox for power reasons.

That's what I mean actually. I really believe they are funding that game. In the last few months, Spencer commented that this is the most requested game they get. He acknowledged they don't own it but didn't comment any further.

I for one doubt it for many reasons:
1. Shenmue is a dated franchise, its fanbase would be limited to those who played the Xbox and/or Dreamcast. The OG Xbox fanbase is basically ignored by MS cause 360 was so much more succesful.
2. Its a single-player open world RPG, deviod of any fps or tps elements. Set in China/HK. It might be "the most requested" but its probably from a vocal minority. Look at sleeping dogs,.8 million on ~80 million userbase. Then take out all the guns, driving, random beating people up and running from the police, street races, etc(basically most of the things in GTA/ standard for ORPGs now) . Then scale it to the XB1s doubled userbase (to project growth over the year).
That's 80,000 (Optimistically) on a doubled XB1 userbase. A Sound investment this does not make.
3. Shenmue 2 was well crafted, however it is a fallacy to think its exclusive successor would benifit from the much larger marketshare it has now. On the contrary.
4. If Sega was making it, they would make it multilplatform, for all consoles, possibly even last gen, and PC. Considering the fact that the series was traditionally single player ORPG it would not benefit at all from any of the things on the XB1 platform.
5. See 2, MS wouldn't pay for it. Its a bad investment.
