Why are they always so poor in Europe?

Remember when I placed them a tier below Chelsea in my rankings? They haven't been proving themselves to be a top tier team in Europe. Yeah, they do amazing in the Premier League, but until they show themselves to be contenders to the title of the Champions League I won't rate them as highly as I rate Madrid, Bayern, Barca and Chelsea.
