Europe is getting both a Far Cry 4 and LittleBigPlanet 3 PS4 bundle in November. Why isn't the US getting them, too?

Because each SCE unit work by themselves, that's also why you have things like different discounts in the PSN Store across the regions. They also evaluate and approve games on their own, like the game PS2 Billy the Wizard: Rocket Broomstick Racing was approved by SCEE for release, but not by SCEA so it only released in Europe and not in NA.
