Both are deserved. Sony and Nintendo both bear the responsibility for their respective consoles not doing well.
However, Sony is now putting in a lot of work in Japan, so I'm actually optimistic about the Vita trending upward, though it's never going to be a major success. They're forming partnerships all over the place and are co-developing a lot of content.
Nintendo hasn't shown me anything yet, though, as with the Vita, it might be awhile before any work is apparent to the general public.
