And that is just one of the reasons why region locks are archaic and pointless.
Sure, region lock is stupid and should die as soon as possible , but like shortiloe said, it was Marvelous's choice to cancel the game in Europe in the first place.. Maybe they didn't have enough faith that the game would sell anything in Europe?

Does it matter why exactly it was cancelled in EU? It's been done. The problem is that EU system gamers can't get the game anymore. Which is, by the way, localized in NA.

At this point, I would suppose that your only option is playing it from a flashcart, I reckon that would bypass the region lock. Naturally, buy the game to support the publisher, though,

These two sentences seem unconnected. If a publisher doesn't have enough faith to release a game in one of the two western regions, it should at least be an option for the small amount of people missing out on the game to be able to import it so they can play it in English.
Which is beyond their control, and is why people are criticizing Nintendo for the decision.
Given that Marvelous USA (aka XSEED) were confident enough to publish Valhalla Knights 3, a nicher than niche JRPG, as a digital download in Europe; it seems extremely strange of them to bypass all forms of distribution for RF4.
As the OP states, this is much more likely to be something to do with Neverland Co. shutting down.

I wouldn't support a publisher that doesn't support the region I live in. Oh well.

Well, it's your loss. I'd rather support a pub that actually localizes games rather than shuns them (hence, I have PAL copies of Xenoblade and TLS - gonna pick up Pandora's Tower soon enough).
