Skype is a paid service even if you have Live... just because MS created a free quota for some time didn't make it a free service.

Because people get insecure about their service and so talk about how great their non-related features are :D

But yes, according to the links you've so generously provided, skype group, which was what we were debating in regards to party-chat, is indeed a pay service that is free for a limited time. Whether or not they make group calls free, only time will tell. It really depends on how big the competitors' free services get. That news was actually posted to vgc here a week or so ago.
