You said Skype is a paid service on top of the Live subscription when it is not. I use Skype so therefore I must pay extra for it according to you.

Skype is a paid service even if you have Live... just because MS created a free quota for some time didn't make it a free service.

And yes... you will need to pay extra to use it soon.

Do I have to pay any additional fees to use Skype on Xbox One? Do I need a Skype premium account?

Other than the Xbox Live Gold membership, there are no additional fees to use Skype-to-Skype features such as video, voice, and messaging. If you use up your 100 world minutes of calling to mobile phones or landlines, you can purchase Skype credit or sign up for a Skype subscription. For more information about Skype credits and subscriptions, go to Skype.com.

Directly from Xbox.com. Unless you use Skype to actually call people over mobile or land lines from your Xbox One is is free. /discussion
