Goes back to the Weimar Republic. Back then it was books that were banned. Germany back then was what you'd call reactionary. The tradition was kept during the NS reign and made its way into the BRD. When TV and video games became available the BPjM expanded its responsibilities. And with always reactionary old man on top...
Also, the media shifting the blame for all shooting rampages in Germany (notably Erfurt 2003 and Winnenden 2009) to video games didn't help either...

Because for the german law it is not nessearily the amount of violence in a game, but how it is applied. The term is "glorifying violence" and it his not hard to argue that Dead Rising does, while The Last of Us does not.

This has a tradition because of ww2. The insitute responsible known was formerly known as "BpjM", meaning they hunted for written documents with content of lies about ww2. This was extended several times with pornographic content and extremely violent content, to the point where videogames were inspected.
Ridiculous fact: Gears of War 1 and 2 were banned, 3 and Judgment not.
