Best FF city for me has got to be Lindblum from FF9.
Best overall world would have to be FF6.

It's not technically a Final Fantasy game, but the Kingdom Hearts series has my favourite world from Square. Especially the Destiny Islands :)

or play cards. They had the best players there.
Overall world : FF XII. The exploration was just awesome.
Best cities :
1.Bevelle
2.Midgard (still awesome)
3.Nalbina, cause the battle scene convinced me I could wait before buying a PS3 (I was watching PS3 screenshots just before, they were not nearly as awesome).

Admittedly FF9s' cities were cool, yet that era of games felt restricted in how you explore them.
In terms of exploration, scale, design, in terms of sheer quality, definitely FF12's cities. Rabanastre has two sections, one for the lower class and one for the middle class citizens. It feels very much like a city reeling from the fallout of war. And the depth delivered in the conversations brings that setting alive.
I didn't particularly like FF10's cities because they were linear, they didn't feel grand in any way. Excluding Bevel (which you only really see in a cutscene) the cities wern't that immersive, unlike FF12s'. Even then however FF12's Arcades fell a bit short.
#1 for me is FFIV, with FFX in second. I love the classic magical world of IV, while X's is unique and weird, in a good way. As far as favorite town... hmmm... it's hard to pick just one. I like Mysidia, and just about every town in FFX...my favorite stopping place probably being Rin's travel agency. I also like FF VI's village of Narshe, with its smoke stacks and mountain setting.

I say that since you're missing a lot of side stories in the world. Final Fantasy 8's world is one of the richest I've played in the series. From finding the lunch ladie's son in Fisherman Horizon, to seeing a couple expect to meet each other in different locations in Dollet. Plus the overall architecture of everything.

For someone that accused me of not playing FF8 because I dont share your opinion you sure didnt have anything relevant to otherwise. I didnt say FF8 has a boring world. I said Empty in terms location.
