Admittedly FF9s' cities were cool, yet that era of games felt restricted in how you explore them.
In terms of exploration, scale, design, in terms of sheer quality, definitely FF12's cities. Rabanastre has two sections, one for the lower class and one for the middle class citizens. It feels very much like a city reeling from the fallout of war. And the depth delivered in the conversations brings that setting alive.
I didn't particularly like FF10's cities because they were linear, they didn't feel grand in any way. Excluding Bevel (which you only really see in a cutscene) the cities wern't that immersive, unlike FF12s'. Even then however FF12's Arcades fell a bit short.
