No they can't. 28nm lines don't grow on trees. I'm pretty sure that all 28nm lines are running at max capacity or thereabouts. Yes it can be solved with money, but with a lot of, and I mean A LOT OF money, since they basically have to "buy manufacturing plant time" from other contractors.

The problem as i read it isnt that they cannot manufacture enough chips in time, its the chips they are making have a high probability of not meeting the speed they have decided to go with. This means they have to either fix the problem, make more chips (where they throw a % away as they are not the right speed) or they need to lower the speed.
So say you decide to make a chip that can go the speed of 1000... but only 65% of chips you make can reach this number, that means 35% of all chips you make cannot be used. Therefore its very expensive and wasteful. By lowering the speed you can increase the % of chips that will meet the new required speed... but with the obvious downside that its slower.
Anyway thats how i understand it, would be interesting to hear if that is not what is being discussed here.
As for the problem, Neogaf might be right, they might be wrong, but at the moment all we have are rumours. No point getting stressed about rumours, all we can do is wait for the consoles to be released and see what happens. If the PS4 console is more powerful, i woudnt worry about people downgrading the PS4 versions of games because they'll be making a version of games for PC, and wont need to downscale the PS4 version to whatever the XboxOne performance is.
It wouldnt surprise me that Sony knew of some of these issues and thats why they were more inclined to publish some of their specs because they knew it would put MS in a tight spot.
E3 is definately where its at next week, hopefully we find out more information.
