When you purchase a retail game, and install it to your HDD, it also becomes available to you as a download. So long as you never trade-in the game, you can install it to any Xbox One device, including your own by downloading it.
When you download a game, you'll be able to stream it in the background while you're playing it. Much like when you install it to the HDD.
So, while yes you may have limitations on how many games you actively have installed to the HDD (lets assume 10-20), you can delete any of your games off your HDD and play them at anytime by streaming them from the cloud.
I don't believe the same will be true of DLC.
Also, for those who would rather have everything on local storage, you can plug an external HDD into the console and copy your content from the console onto the HDD. No more proprietary storage options, though the HDD will likely be require to be formatted for the console.
With BluRay becoming the norm, and next-gen experiences requiring more space, I think we'll see a lot of games using at least a single layer BluRay to it's full capacity (around 23GB). Look at the sizes of PS3 exclusives, they're huge.

The amount of data on a disc does not equal its install size. Especially for ps3 games. Disc based games sometimes have repeated data on them to make load speeds/read speeds faster. Would be better to look at the install size of the ps3 and xbox games than the disc size.

My 480GB HDD have only 60GB free... I will need to uninstall some games soon

Every disc game is mandatory installed to the HDD.
Both my 750GB PS3 and my 120GB 360 are full, so I highly doubt 500GB is going to be enough. Next gen games should see a quite large leap in storage going from fill 512MB of assets to 8192MB. Next gen games will have a whole 360 DVD on the screen at all times.
With that said, USB 3.0 is fast enough to play games from external drives, so as long as they are supported on the same level as the internal unit, then everything is fine.

Some sort of compression would maybe make it possible? I'm not sure, but if that is not the case then some people will definately have a problem with the size. And as many said: An external hard-drive could make it possible.

I dont have a ps3 and I couldn't find any info for the install size of uncharted 2 besides it was a 20 gig download. Even at 40 gig you could still have 10 games on your drive. Going by pc installs though, 40 gig is a huge install and would make it one of the 5 biggest PC games.
