Yes it is the west coast, but you add an hour for each time zone you go east. (Because the sun rises in the east, so the east cost's morning starts first.)

Well if you use NSMB2 and FE:Awakening as reference they will have some free DLC, but the rest will be paid. I expect the Luigi DLC to be paid since they touting it as an almost entirely new game. (Probally $6.50US-to-$10)

The DLC adds ~80 new levels to the game, why would it be? Nintendo IS a buissness after all.
