Yes it is the west coast, but you add an hour for each time zone you go east. (Because the sun rises in the east, so the east cost's morning starts first.)
So PST - 7am, MST - 8am, CST - 9am, EST - 10am. (Pacific, Mountin, Central, Eastern.)
Now that I think about it, I'm going downstair to secure the Wii U to watch it, so my brother doesn't start streaming videos which each up the network bandwidth.
