The PS4 won't be using DDR5, as already pointed out by ethomaz its GDDR5.

Yet you can't just buy sticks of GDDR5, they won't be sticks but chipsets embedded into the board, and you get huge discounts with mass purchases eg. 50 million units over 4 years.
