It's not just a control thing, it's a way to get the absolute most money out of the person or insurance company. There is obviously room for abuse in the form of pain killers, but you don't need a prescription for cigarets or beer so it should come down to personal responsibility IMO.
EDIT: And yes, marijuana needs to be legal
My wife is a pharmacy tech. I will bring her into this conversation. I've touched on the idea before but I think that the issue is mostly centered around liability. Some of these drugs can do some major damage if not taken properly or taken for the wrong sickness. That's why pharmacists can not prescribe drugs to their customers because proper medical evaluation and test might need to be administered before a prescription can be determined. Perhaps there could be a few easy tests or certain drugs be reevaluated on pharmacist prescription capabilities but for the most part prescription drugs are restricted for a reason.

And trying to control it creates unintended consequences. Like drug dealers and violence.
What does it matter if people abuse drugs? Let them, its their body.
If junkies can get their drugs easily and cheap that's less crime to worry about. More importantly less tax money wasted trying to deal with a problem the government it creating.

It's controlled because somebody will sue when out of their own stupidity they take something they decided on without consulting a doctor. Heck they'd sue even if they took it for recreation. Someone is injured or dies, somebody gets sued.

A lot of these gun crimes occur because gangs are killing each other over drugs. Its kinda their primary source for money.
Take away their primary source of income and you'll instantly see crime go down.

What you should be asking is, why do doctor visits cost so much in the first place? Why do they have huge shiny buildings and fast cars?
When I was in the US, our doctor kept telling us he had huge piles of free drugs to give away if we wanted. Cupboards full. Except he was never there to prescribe them because he was always away at another drug company marketing seminar.
