Actually, the current form of the EV and IV system was only implemented on the gen III. I and II second had a rudimentar system which also affected the gender of the pokemon (gen II IV's dictated that pokemon were female if their attack IV value was under below the base gender code, so it was impossible to get a female pokemon with high attack).
That's why almost no one cared for EVs and IVs back on Gen I and II, since you needed 65535 EV points to max a single stat (pokemon gave their base stats in EVs when you defeated them), which made it almost impossible to max a single stat, unless you gamesharked your game and fought Mews constantly (which gave 100 EVs for every stat). Even so, that would still force you to fight 656 Mews.
EVs and IVs nowadays are a simpler stuff that anyone can get into in a couple of hours. It's just a repetitive and boring task when you're trying to breed and raise that perfect pokemon that you've always wanted.
