I had my team with max stats too, but for me it took me a very long time, mostly because I didn't knew about Vitamins then, so I just fought pokemon over and over again. Still, even with Vitamins, you still needed almost 40000 exp in a single stat to max it, since vitamins only increased the stats EV exp by 25600. That still puts you at the bare minimum of 400 Mew fights.
Plus, you have to account for the Lvl 100 limit, since if you don't hit max EVs until that level, you won't be able to increase the stats anymore (this also happened with the new EV model until gen V). You could account for Box trick to keep increasing the base stat exp, but back then few people knew of that trick (and I think it was removed in Yellow).
All i'm saying is that, when compared to recent gens, EV training was much of a chore and an unknown feat than it became after gen III.
