Actually, the current form of the EV and IV system was only implemented on the gen III. I and II second had a rudimentar system which also affected the gender of the pokemon (gen II IV's dictated that pokemon were female if their attack IV value was under below the base gender code, so it was impossible to get a female pokemon with high attack). 

That's why almost no one cared for EVs and IVs back on Gen I and II, since you needed 65535 EV points to max a single stat (pokemon gave their base stats in EVs when you defeated them), which made it almost impossible to max a single stat, unless you gamesharked your game and fought Mews constantly (which gave 100 EVs for every stat). Even so, that would still force you to fight 656 Mews.

EVs and IVs nowadays are a simpler stuff that anyone can get into in a couple of hours. It's just a repetitive and boring task when you're trying to breed and raise that perfect pokemon that you've always wanted.

Hey, I had full teams in Gen 1 and 2 of lv 100 pokemon with stats maxed (no cheats used)!

It wasn't that time consuming. If you give them all the vitamins before training most non-traded pokemon will hit their max stats before level 100. And you can defeat any pokemon you want since you can max all stats (no need to look for pokemon that give certain EVs).

I had my team with max stats too, but for me it took me a very long time, mostly because I didn't knew about Vitamins then, so I just fought pokemon over and over again. Still, even with Vitamins, you still needed almost 40000 exp in a single stat to max it, since vitamins only increased the stats EV exp by 25600. That still puts you at the bare minimum of 400 Mew fights. 

Plus, you have to account for the Lvl 100 limit, since if you don't hit max EVs until that level, you won't be able to increase the stats anymore (this also happened with the new EV model until gen V). You could account for Box trick to keep increasing the base stat exp, but back then few people knew of that trick (and I think it was removed in Yellow). 

All i'm saying is that, when compared to recent gens, EV training was much of a chore and an unknown feat than it became after gen III.



I discovered the box trick by myself so hitting lv100 wasn't a problem for me . It worked in Gen 2 too.

Training without vitamins was killer, they save ~35% of the battles.

They need to polish the EV system a bit, the cap should be in the stat points gained through EVs and not in the EVs itselves. For example this way you can't mess things by putting 255 EVs in one stat.

I think the box trick still worked in Gen III and IV, before they overhauled the system to allow for on-the-fly recalculations of stats at lvl 100 in Gen V. I found it on Crystal only, could have saved me a lot of grivances back in Red

And yeah, Vitamins were a life saver back in Gen II. I spent at least 30 hours or so per pokemon back in Red to get my team in shape. 

Well, the current stat points cap is based on the Base level of the stats in conjunction with the IV spread (Nature, Personality and Hidden Ability notwithstanding), so tampering with the EV system alone wouldn't make that much of a difference. And you have to bear in mind that you can undo any kind of "damage" of bad EV training with EV-reducing berries as well.

My personal choice would be to increase the 510 overall EV cap, or even better, make the EV spread a bit higher than the 4:1 EV to stat points ration (2.5:1 would be a very good balance, but I would be happy with 3:1, that would still give you a 85 point spread). With a higher EV to stat point ratio, you could spread out your EVs through more stats (at the current EV cap) and increase the differentiation between builds.
