Its third party because its an open system on PC. On a closed console it needs to be a first party source that implements it into the hardware. Most PC gamers use Team Speak or Skype or talk in game on steam, because your hardware can already handle it (unless your PC really sucks). The ram of the PS3 is sucked up by the games, which is a mistake of the PS3's development. As you said, Sony wasnt thinking of cross chat as a feature.
