I highly doubt that. It's a nice feature but nobody is buying Xbox for that feature. Far more likely that people buying the system right now are buying it because it is cheaper and has kinect.

Cross-game chat is at the heart of why Xbox beats PS3 in America. It made playing online with your friends instead of just with random dudes fun. Because of this people bought Xbox's to play with their friends online and to not be left out. Sadly PS4 adding this feature won't change too much because cross-game chat only did its magic early in this gen because xbox got a head start.
