If they're using any of the post-game sales as development budget (and they have to, otherwise the game can't possibly deliver), they need someone to take that risk. A publisher or VC, for at least a few million. So then why aren't they taking ALL of that risk?

I'm afraid I don't understand the question. If you checked out Double Fine's kickstarter or Wasteland's you would see that they did try to approach a publisher first. Publishers want 'modern' games though, preferrably shooters.

Right. So therefore they are planning to do this game with only the KS money.
Relying on post-release sales as budget means they need someone to front the money now. If publishers don't do that for them, they can't use it.

maybe investors only give them money if they can find minimum 1 million anywhere else which is kickstarter in this case?
like "we as investors only take this risk if you bring in minimum 1/3 of the needed 3 million" or so...
btw they say on the kickstarter page that dozens of people will work on the game
