backed, and for people that think that they will strougle to get the money they need http://www.kickstarter.com/projects/659943965/planetary-annihilation-a-next-generation-rts Obsidian have a much larger install base they will go way passed the goal. Just wait until they announce thir stretch goals.
Also keep in mind Obsidian already have an engine and have been working on this game for months already in the design phase.
