Policenauts. Not counting Sony is easy for me as frankly I think their 1st party games were mostly mediocre.

But why is this excluding sony published & Square Dev? Sony published quite alot of the games because they were exclusives and on a new platform, which makes this a little bit redundant IMO. Also Square I know you don't want to hear FF but honestly you might as well say apart from Crono & FF and Sony First Party dev games. Because the amount of good games that are removed because of this makes it frustrating lol. For 15 mins I had to think about it then check to mqke sure sony didn't publish Megaman X lol

That's just to name a few. They developed / published quite a bit even then.
