If he didn't take his final warning seriously, then that's a shame. It is harsh, yes. But the writing was there for him:

So, yeah. Sad to see him go, but he was told one more moderation and that's that.

I've seen his profile, but what is 'ban-dodging' exactly?

Nope.
His original account was close to a perma before he left. He came back and was given a clean slate. Since then he hasnt actually been able to behave and time and time again ends up getting banned for trolling or flaming.
Given one last chance and he decided to ban dodge on an alt. In all fairness, selnor has had more "lives" than anyone else in recent memory.

Quite simply, ban dodging is creating another account to post/continue arguments whilst your current account is banned. Alternately, it's creating an alt account to flame and break the rules so your current account remains ban free.
