You'll need to ask Kasz216 about the specifics as there are are only hazy details available on this issue and some older articles are no longer available, but I think the $100 million may have been the spend of a larger PS campaign in which FFVII was simply the main game pushed during the marketing campaign.

In return for advertising they got exclusive publishing rights on a few titles I believe.

Also that number is meant to be US only.

Maybe thats why people liked it so much. They were brainwashed into liking it. Or perhaps the more logical explanation is that Sony used that money to pay people to like it.

 Sounds like $100 million was the marketing budget for the whole division for a whole year, not..one game release...
