I was under the impression that Uncharted 3 had a vast marketing budget, I seem to remember ads playing non-stop on TV and in movies here, if those ads were the best they could be is another question though.
Anyway, I don't think its right to say that Uncharted 3 didn't get close to the full potential sales, it has much the same appeal as Gears of War, for instance, and sales numbers are/will be pretty similar for the two series.
GeoW also had a very large marketing campaign behind it.
All in all, with the PS3's rather small installed base and the general audience that owns one, I think one can't realistically expect a game like this to sell much more than it has.
Then again, a racing simulator and a JRPG were able to cross the 10 million mark in the PS2 era so who knows (huge installed base advantage though)?

if uncharted was ps3's only exclusive than im sure it would have sold 10 million but theres alot of other games to choose from. not only sony's massive 1st party lineup but also 3rd parties pumping out class games. 6-7 m is perfect for uncharted and U3 will get there.
^That's true SolidSnake08, but I'm talking about the mainstream, the market that doesn't have to choose from so many games and usually chooses one to really share and talk about.
I see UC as that game.
I see UC surpassing Gran Turismo. The series is declining and I see UC having much more potential. To be completely fair, let me express it geographically. I've always noticed that simulators and sports games did better in Europe. So I looked up the sales fo the GT series and here's what I got:

It seems to me that Uncharted is a much more North-American series, while GT is stronger in Europe and (relatively speaking) Japan.
It's my opinion that, if marketed very strongly in the West, Uncharted could explode in sales. It is family friendly (from what I saw this far) kind of like Indiana Jones, it is funny, it is very organic (the movement of the characters, their facial expressions) and the action is very approachable.
It's my opinion that if more people got to see the game, just see it (forget the ads), just kiosks as many as you can, the game would sell in droves.
^I forgot to add... From there, I would spread the success abroad.
@CGI. While GT is declining, UC is ramping up. That's a sign of diverging potential.

That's irrelevant for the simple fact ign had a bet that Gears of war would sell more than all Ps3 exclusives and it did, so the fanbase can't be as spread out as you claim since they didn't beat the sells of one game even when they were combined.
