I'm actually not able to keep up with the content I get from it. I have a ton of free games I haven't even started yet. Most are PS1 games. Most will probably sit there until I get a vita.

No you dont, and thats my main problem with PSN+, if I dont want the service any more, anything that I have purchased using it goes away. Its like a trap, you have to stay a member to really benefit. That goes for discounted things too.

no you dont, when I was a member, I had bought Sonic 2 and KZ3 expansion and Streets of Rage 2, when it expired I was no longer able to use them and would have had to buy them again

Huh?  Whatever you buy via discount you keep permanently. 

Ive bought things discounted (KZ3 pack) and not been able to keep them. I wouldnt say so if otherwise

Was it discounted?  Or free?  Even if it's free, it should still work if you haven't deleted it since DLC doesn't have any built in DRM, so it can't have an expiration date.

If it was merely discounted, you paid for it, and should definitely be able to keep it.  Have you tried redownloading it through your downloads list?
