I think were looking at this the wrong way tbh. i think you were right before the story/characters wont be interesting, but the gameplay will be.

if we compare this game to FF12, which is the only other FF to get a perfect score. we can see it wasnt perfect. so FF13-2 could have loads of things that are bad, already the dialogue dosent seem to have improved, but it might have good parts to it. that ultimately make up a better gaming experience than FF13.

another thing is Bayonetta got a perfect score this gen. i absolutly love that game. but the level of female objectification in the game is ridiculous. so even though its not a perfect game, i can understand the perfect score based on what i think is the best action game ever made. i think the same will be the case for FF13-2.
