That's because the BR, now named the DMR, is a piece of crap in this game compared to how overpowered sexy-sauce it used to be.

Other people don't seem to have a problem 4 shotting with it (even thought the best you can do is 5 shot)
By the way, people wanting 16 vs. 16 multiplayer are idiots. Big team slayer is still awful. I mean, if you don't get in a vehicle, you have no chance. You'll go make a nice kill and get killed by some punk in a banshee, ghost, or scorpion.

Hmm.. only once have I seen a 4 shot. Almost all of the time it takes me 5 shots, even if my friends are standing still, to kill them. Maybe if you hit them from behind it works better.
I haven't played halo 3 in a few months, but I could have sworn I remember 3 hitting people with the BR. Maybe it was 4.

The fastest you can kill with a br is 4 shots
The fastest you can kill with a DMR is 5 shots. However if used correctly the total time to kill with a DMR is less than the br. The weapon is harder to use than a br but far more deadly in the hands of an expert, I'm loving it.
As for the one kill betrayal problem. Make sure your not shooting your teammates in the back as the game keeps a tally of how much damage you deal your teammates, even if you don't kill them.

Yeah I had that a couple of times too playing firefight. The randoms picked sniper fight so I was stuck, hard-scoped to kill the last grunt hiding across the map and a dude runs right in front of me when I pulled the trigger.
Another time I was laying waste to a fresh dump of elites with a wraith I just hijacked, some jackass runs right into the middle of them while my shot was already arcing through the air. Kicked. The worst thing is he would have died just as quickly from the elites. :P

I thought you could 3 shot in MLG gametypes (I know i have gotten 3 shot whilst playing MLG playlist in Halo 3 and MLG custom games

No it was a four shot. What increasing damage to 110% did was make it so that only one of the last three bullets in the final br burst would have to hit you for the kill. This was done to make up for the br spread.
