Last string of rumors (that I strongly believe because they are in line with what I expected, "time to launch"-wise), production of HW for dev kits already started. (http://semiaccurate.com/2012/01/18/xbox-nextxbox-720-chips-in-production/)
It's most likely an APU (only one chip for CPU and the GPU) and it's being manufactured by IBM in a partnership with globalfoundries.

GPU: AMD (no hint about architecture)
Chip just taped-out (they can start early production and bug testing).
Mass-production scheduled to Q4 2012 (December), that's if no problem is found, then you add roughly a quarter into that.
At earliest, launch at Q2 2013 (April/May/June).
Developers don't know much about X720 (HUGE grain of salt on that).
With that, we can expect an announcement on 2012 E3 (WiiU launches on 2012 E3), launch ~ on 2013 E3, maybe before if WiiU sells nicely.
The time-line is credible for a 28nm GPU (They CAN do it, but I don't believe in a launch on 2012, no volume for a console).
If IBM POWER + AMD GPU, the production should be on IBM's fabs for the CPU and on TSMC for the GPU. If it's a AMD's APU (CPU+GPU), the so called "Trinity", the production will be on GlobalFoundries.
Trinity is expected to launch at earliest on Q1 2012, but I expect it, with very good will, on Q2 2012. Still, if MS chooses "Trinity", they shouldn't have problems with mass-production, since the new 28nm GlobalFoundries' fab on New York is scheduled to go fully online on Q4 2012.

And know Charlie leaks with all letters: PS4 had three designs on the run: 1 from Intel, 1 from AMD and 1 in-house (based on emotion engine). Intel was out when they didn't deliver, AMD won. I believe this is the best rumor source as you can get (and was posted today, even though he hinted waay before, letting to that hardocp article).
