It's Rotoscoped meaning filmed and then painted over but I still think it counts as it was achieved using a vomputer and works so well considering the plot of the film is about dreams. 

Have you watched "A Scanner Darkly". Works great there as well as the main character is in a drug haze all movie.




Most impressive visual effects: for CGI I would say Interstellar (2014), for practical effects 2001 Space Oddyssey (1968)

Oh yeah, A scanner darkly is way better and it's actually a good film.
