Right, also considering that the chimera are fighting humans in the 1950s there is a huge tech gap. The humans in resistance are getting by from learing and altering chimeran tech. Imagine what would happen if the Helghast learned and merged chimeran tech with thier own.

They have no fear of death. You don't think a Helghast soldier gets scared when he sees an ISA squad coming at him? Think again.

Chimera don't like the heat, cooling packs on their back can be taken out easily and the helghast are tougher than normal humans. Also, the chimera cannot think for themselves meaning take out the head like in R1 and they are done like dinner.
