It isn't legal for someone to profit from your picture. (At least, in the US it isn't.) If he did receive monies from this, you may be entitled to it!

To use someone face for fundraiser probably means you want scam people  and put the blame on whoever the pic is.

Perhaps he doesn't think people would donate to him with a pic of his real face?  He should just post a pic of someone with severe acne and ask for donations for medical treatment or someone with a disease pleading for help.  That would probably work better than asking people for money to move back to Australia.

But isn't it a form of fraud or identity theft or something? Even if it is his picture it still sounds like nasty play.
