Is it surprising that the 3DS DQ is doing better than the Wii one?

DQX is surprisingly low.. but still DQ 3DS is releasing next month :|

Considering the popularity of the two platforms, the very different release dates, and the negative atmosphere around DQX, no, not really.

Do we have info on DQIX (XI?)? How well/bad off is this one Pre-Orders wise?

I know DQ9 reached 2 million preorders at some point, or roughly 2000 points by the final day.

Indeed. DQX has three months left, but I doubt it will reach that number. Maybe 1,000 tops.

DQIX was around really high at this point... preorders started a year before release, and topped the chart months before release.. so there's your answer!
