As for Uematsu, no, he's not overrated. He did freggin FFVI.

Sure, this is probably his best work, which was ~15 years ago. Still, it's not like Yasunori Mitsuda has yet topped Chrono Trigger from 14 years back (damn that SNES).

Yasunori Mitsuda already did top Chrono Trigger's music with Xenogears and Chrono Cross. Only the battles themes from Arc Rise Fantasia are on youtube. We'll have to wait until all the music gets on youtube to determine if he did better on Arc Rise Fantasia as well. All I can say now is Arc Rise Fantasia's battle themes >>>>>>>>>>>>>>>> Chrono Trigger's battle themes.

I don't know, I just don't find it as good as composers like Mitsuda and Uematsu (I felt like Uematsu kind of dulled after FFVI, which I feel is his best work). Also, I think Chrono Cross is Mitsuda's best work, surpassing Trigger as one of my favorites.
There are plenty of composers out there that have definitely stepped it up as far as quality goes. One that hasn't been mentioned yet is Michiko Naruke, which is the main composer for the Wild Arms series. Well, she did the first three games, but fell ill during the fourth game, so she only did some of the tracks for that one and I don't think she really did much for the fifth.

Don't forget Michiru Yamane and, though he is more famous than most, Koji Kondo.
But otherwise, yes, I agree.
I do love Uematsu's battle themes, though. When the action get's going I've yet to find any composer who consistently surpasses him in terms of stylistic diversity and expressive power.

No, FFVI is Uematsu's best work. Just because Uematsu likes FFIX the best personally doesn't make it his best work. FFIX has got a lot of those boring 'background' tracks in it and much of the focus is just put on specific cutscenes, as with all the PSX FF games. Whereas FFVI, nearly every song is catchy, fun or downright amazing. Something that would otherwise be a bland background music in a PSX FF like a visit to a military base or one of many towns has its own distinct themes, as everything in the game does.
Its no wonder its rumored Uematsu went through a type of breakdown after completing the music for FFVI. Trying to create so much original and powerful music with limited hardware under such a timetable must have been horribly straining. And I can see why later works had a different style of more 'main themes' and 'background songs'. He didn't want to go through what he did on FFVI again, but SE was requiring him to constantly make longer and longer OSTs.

That's where our opinions split very deeply, as I like FF IX's soundtrack much, much more than VI's. I won't bother posting examples here, but you can ask me for them if you like.
