Don't forget Michiru Yamane and, though he is more famous than most, Koji Kondo.
But otherwise, yes, I agree.
I do love Uematsu's battle themes, though. When the action get's going I've yet to find any composer who consistently surpasses him in terms of stylistic diversity and expressive power.
