To be honest I dont think it is for damage. I think the game will still release with only 170 cars that have damage. What I think the whole problem was, was that M$ came out at E3 and said Forza 3 was releaseing October. I think after seeing the game there PD just paniced and said it was ready to release whenever. I believe it was never intended to release this year at all and that the game was supposed to launch as is in March for Japan.
What it does do is allows M$ to plaster adverts of Forza 3 all over EU of which it's now on it's own in all regions. Forza 3 could sell ALOT of 360's this christmas in EU. Such is the simulator genre here that if marketed right, 360 could outsell both PS3 and Wii this Holiday from October 22nd in EU. That bundle will fly off shelves that M$ made.
